Job Description

KPMG and a consortium of partners is preparing to tender for Managing Agent services on a new DFID-funded primary education programme in Tanzania, Shule Bora.

The Shule Bora Programme

Shule Bora is DFID Tanzania’s new flagship programme to improve the quality of pre-primary and primary education for girls and boys in Tanzania. The Shule Bora Business Case sets out an ambition to reach all 11.5 million girls and boys in government pre-primary and primary schools in Tanzania through Payment for Results (PforR) financing to the Government of Tanzania (GoT), with additional focussed support to 4.4 million children in government pre-primary and primary schools in 9 regions of Tanzania through testing, adapting and delivering interventions at scale, which will enable the achievement of education sector ‘Payment for Results’ targets. There are four outcomes: improving learning outcomes for all children, improving transition rates to secondary schools for girls, preventing physical and sexual violence in and around schools, and helping children with disabilities access quality education.


The Managing Agent (MA) is expected to provide the following services:

  • Management, coordination and oversight of programme activities;
  • Support to the GoT to implement the PforR mechanism;
  • Support GoT to achieve Shule Bora outcomes through (a) testing, adapting and delivering interventions at scale in nine regions and (b) supporting government-led education sector reforms and systems strengthening.

Job Brief

As the Managing Agent Team Leader, the post-holder will provide high quality technical and strategic leadership, managerial oversight, and administration of the programme.  S/he is responsible for the efficient and effective delivery of programme results, while ensuring proper oversight to implementation processes and effective systems for monitoring, learning and results reporting.  S/he will provide strategic thinking on how to work within the political economy of Tanzania, respond to DFID’s emerging priorities, and contribute to wider learning about inclusive pre-primary and primary education. Heading up a Managing Agent team of at least 20 national and international staff, as well as a number of technical and implementation partners, the Team Leader is the main point of contact for DFID. S/he will be responsible for developing and maintaining strong working relationships with the heads of government institutions and other Shule Bora stakeholders, and be able to communicate the programme’s distinctive contribution convincingly to a range of different audiences.

The Team Leader will be based in Dodoma and will report to the KPMG in Tanzania International Development Advisory Services (IDAS) Partner.

Responsibilities Technical and Strategic Leadership

Promote learning across the Shule Bora team, DFID, Government of Tanzania (GoT) and partner organisations about effective and inclusive approaches and models applicable to the Tanzania education system.
Keep abreast of current debates in education and child rights programming, their applicability to Shule Bora, and how the Shule Bora team can contribute to this thinking.
Provide clarity in linking monitoring, evaluation and learning with broader programme objectives and strategy; periodic analysis and review of theory of change, political economy and overall programme implementation, and capacity to apply these to the overall direction of the programme

Programme Management: Delivering and Reporting Results

Accountable for the achievement of results, ensuring high quality services are maintained, and that all programme objectives and deliverables are met.
Ensure timely preparation and quality assurance of the workplans and reports before submission for approval by DFID.
Communicate, implement and assure adherence to DFID and KPMG policies and codes of conduct and as well as programme policies, guidelines and values
Ensure timely preparation of terms of reference for work to be commissioned to sub-contracting organisations.
Ensure Shule Bora is demonstratively delivering value for money, through development of a VFM strategy, its implementation and monitoring
Review the Shule Bora payment by results (PbR) agreements, progress, and payments to ensure they continue to contribute to the objective of the programme.
In consultation with the MEL lead, liaise regularly with the programme independent evaluation and learning partner, and lead the programme in preparing for mid-term and final evaluations

Financial Management

Ensure appropriate financial management systems with standard operating procedures are in place, and adhered to, for all activities funded by the programme, in line with the head contract with DFID.
Monitor and track programme expenditures, including oversight of the preparation high quality financial reports for submission to DFID.
Agree, and adhere to, accurate monthly, quarterly and annual spending forecasts made to DFID.
Assess and report on programme and fiduciary risks at regular intervals and manage identified risks, including putting in place contingency plans.

Capacity Development

Demonstrate and support effective cross-team working and skills-building
Develop individual staff skills and knowledge, and facilitate team member professional development whenever possible.
Ensure high quality facilitation of programme review and planning, training and learning events for the Shule Bora team and partners, as required.


Networking, Representation, Relationship Building and Communications

Communicate Shule Bora as a cutting edge education programme through written communications and report writing, website content and making presentations as required.
Serve as the main point of contact between the programme, GoT, DFID, KPMG and other stakeholders; collaborate with partners, donors, and other stakeholder representatives, building and maintaining productive relationships.
Ensure Shule Bora strategies and practices keep pace with DFID thinking in terms of programme content areas, and add value to other DFID programmes in Tanzania.
Ensure lessons learned during the implementation of Shule Bora are documented and shared with DFID and other stakeholders, with a view to ensuring the long term value of the programme.

Requirements

This is a senior position which requires outstanding leadership, strategic thinking, and organisational,  team-building and representational skills.

Essential

Master’s or higher degree in education development, education management, child protection or other relevant field.
Demonstrable experience of senior leadership and management of large bi-lateral complex programmes in low income countries.
Familiarity with current debates about education programming, inclusion and child protection, including
DFID’s thinking and emerging priorities
Experience in educational assessment, examination or pedagogy.
Outstanding team building and people management skills,
Experience managing complex relationships with governments, development partners and other partner organisations
Demonstrated competence to work with theory of change and results frameworks; using learning to review and adjust programme strategies, particularly in the context of innovation and support to civil society.
Excellent reporting and presentation, facilitation and training skills.
Excellent verbal and written English communication
Willingness to relocate and be based in Dodoma and to travel within Tanzania

Desirable

Demonstrated competence in overseeing compliance, particularly in terms of legislation, regulations and procedures, particularly in terms of DFID requirements.
Experience working on payment by results (PbR) programmes.
Knowledge of the current education and decentralisation ‘landscape’ in Tanzania.
Familiarity with the Government of Tanzania and major donor priorities in Tanzania.
Some knowledge of Kiswahili, or willingness to learn.
